CLU is published to be used in tandem with the text, The State of the Constitution. Here's how they work together. The State of the Constitution is a book that analyzes how current events, laws, trends and developments impact the United States Constitution. This book is addressed to educated people who want a quick-reference source to assist them in identifying and analyzing constitutional issues that concern them. The State of the Constitution is printed on letter-size paper and is compiled in an attractive, 3-ring notebook. Inside each CLU edition are pre-punched inserts that are intended to go into certain sections of The State of the Constitution. At the top, right-hand corner of each CLU insert page there is a number that corresponds to the section where it should be inserted in The State of the Constitution. Each insert will also have a date written at the bottom to indicate when the insert was written.

The greatest experts on the Constitution use indexes and update services to stay abreast with the most current developments in the law. U. S. Law Week publishes such a service with dozens of updates each year. The cost for this is several hundred dollars per year. But as excellent as this service is, it is too broad in scope to be helpful to non-lawyers, who have neither the time nor the money to study hundreds of complex issues in which they have no interest.
