Personal History
Clarence Paul Smith was born February 24, 1951 in Washington,
D.C. to J. Russel and Ruth Smith. Paul graduated from Wheaton High
School, in Montgomery County, Maryland in 1969. Paul played Safety
on the school footbal team and Center Field on the baseball team.
Paul was voted "Best All Around" by his 650 classmates his senior
year. Paul received a Bachelor of Arts Degree from Brigham
Young University in 1974, where he majored in English and minored
in French. From 1970 - 1972 Paul spent two years in France as a
full-time missionary for The
Church of Jesus Christ of Latter-day Saints. Paul married Terry
Linda Thompson, from Daytona Beach, Florida in 1973. In 1978, Paul
received his Juris Doctor Degree from the J. Reuben Clark Law School
of Brigham Young University.
Family and Church are important parts of the
life of Paul and Terry Smith. They have twelve children
(9 boys and 3 girls). All nine sons have all received the
Eagle Scout Award. Paul has previously been a scoutmaster in three
different troops. Paul and Terry currently have ten grandchildren.
Paul is the youth basketball coordinator for the LDS Church's Frederick Stake. This voluntary service normally requires 20 - 30
hours of service each week. Paul has coached a team in the 16-18
year-old division of the Babe Ruth League in 1997 and 1998. Paul has a quiet intensity that made him successful in
athletics and in the law.
Paul loves to speak, teach and write about the Constitution. He
closely follows developments in the Constitutional law in Congress
and in the Courts. Paul has developed excellent teaching skills
through over 15 years of teaching English and Speech as an adjunct
professor at Frederick Community College, the University of Maryland,
and Brigham Young University.
Paul's father, J. Russel Smith was also an attorney, serving as
Chief of the Legal Advisory and Enforcement Division of the Federal
Communications Commission for many years, until his retirement in
1975. Russel Smith served as Stake President of the Silver Spring
Maryland Stake for approximately 6 years. Paul is similarly devoted
to serve the Lord and to serve his fellow man as an attorney.
Paul's law practice has been one of service to many disadvantaged
people. Paul has given many hours of pro bono service and many more
hours of reduced fee service to the extent he is able to do so.
Paul wrote and published the book, I Will Send My Messenger, 1988,
a 400-page book that gives his witness of the restored gospel of
Jesus Christ and of God's divine messengers in the 19th and 20th
Centuries. Paul wrote and published another book while he was still
in law school, entitled, The Fetal Right to Life Argument, 1977.
Paul published in 2002 a book on the Constitution, entitled The State
of the Constution. Paul also publishes a newsletter entitled Constitutional
Law Updates.
In 2005, Paul was elected to be one of five alderman for the city of Frederick, Maryland, were he will serve a four year term through 2009. |
