Historic overlay district for College Park

Dear Ms. Fay:

Thank you for your letter of October 16th regarding the proposal to establish an historic overlay district for the College Park neighborhood. I am paying attention to this debate, and I attended the Monday meeting in the Annex building a week ago. It is my understanding that the matter must first be approved by the Planning Commission before it will make it to the Mayor and Board of Aldermen. Nevertheless, here is the standard that I intend to apply if the matter comes before the Board.

The imposition of historic guidelines will impose restrictions on property owners that did not exist at the time they acquired their properties. Because of this, I believe that the City must demonstrate a compelling need or interest before imposing new restrictions. In addition, I believe that there must be a super majority of property owners in the proposed district that desire the change. If the advantages of being an historic district are significant and warranted, then I would expect that a large majority would be in agreement.
